Since 1 June 2026, salaries in Dubai must clear the Wage Protection System by the 1st of the following month. The 15-day grace period employers relied on for years no longer exists, and MOHRE begins acting on Day 2.

End-of-service gratuity and final settlements.

Gratuity is accrued monthly so it never lands as a surprise, and calculated under Article 51 of Federal Decree-Law No. 33 of 2021: 21 days of basic wage for each of the first five years, 30 days for each year after that, capped at two years' wage. When someone leaves, we produce the full settlement — notice pay, accrued leave, gratuity, deductions — in time for the 14-day payment deadline.

Payroll accounting and reporting.

This is where we differ from a payroll bureau. Every payroll run is posted into your books the same month — salary expense, accruals, gratuity provision and department-level cost reporting. Your management accounts and your payroll never disagree, and your salary deductions are properly documented for corporate tax.

Monthly payroll processing.

We calculate basic salary, housing and transport allowances, overtime, commissions, incentives, leave encashment, loan and advance deductions, unpaid leave and mid-month joiners and leavers. You approve one summary sheet. We do the rest.

WPS transfers and SIF file preparation.

We prepare the Salary Information File in your bank's exact format and submit it through your approved agent bank or exchange house, timed to clear by the 1st. Payments always leave your own bank account — we never hold client funds.

GPSSA, pension and statutory filings.

For UAE and eligible GCC nationals we calculate and file contributions under the right regime, submit by the 15th of the following month, and keep you clear of the 0.1% daily late penalty. DIFC clients get DEWS contributions calculated and submitted on the same cycle.

Payslips and employee queries.

Individual payslips issued every cycle, salary certificates and bank letters on request, and a single point of contact for employee pay questions so they stop landing on your desk.

Dubai's Payroll Deadlines Changed on 1 June 2026

Ministerial Resolution No. 340 of 2026 replaced Resolution 598 of 2022, introducing stricter Wage Protection System (WPS) deadlines for all MOHRE-registered employers in Dubai.

📅 Fixed Payroll Deadline

Wages for each Gregorian month must now be transferred through the Wage Protection System (WPS) by the 1st day of the following month. Previous contract-based payment dates and the former 15-day grace period no longer apply.

⚖️ Faster Enforcement

Enforcement now begins almost immediately. Instead of waiting two weeks, MOHRE starts compliance action from Day 2 after the payment deadline.

Day 5 New work permits may be blocked and a formal notice is issued requiring outstanding wages to be settled.
Day 11 Administrative fines may apply and establishment classification can be downgraded, particularly for repeated breaches within six months.
Day 16 A labour dispute may be registered automatically without requiring employees to submit a complaint.
Day 21 MOHRE may initiate wage recovery proceedings, impose asset restrictions, apply a travel ban on the responsible person and, in larger cases, refer the matter to the Public Prosecution.

85% Compliance Threshold

An establishment is generally considered compliant where at least 85% of total wages due are transferred on time. Individual employees are also treated as paid where they receive at least 85% of their entitled wages and any difference results from legally permitted deductions.

This threshold is intended only as a safeguard for genuine payroll issues—it does not remove an employee's legal right to recover any unpaid balance.

Excluded Situations

Certain cases are excluded from violation counting, including employees involved in court wage disputes, absconding reports, judicial restrictions, documented unpaid leave, selected short-term permit holders and other specified sectors recognised by MOHRE.

  • Mainland companies

    WPS transfers clearing by the 1st, SIF accuracy, MOHRE contract alignment (the salary you transfer must match the registered contract), gratuity accrual and 14-day final settlements, employer-funded health insurance — mandatory in all seven emirates since 1 January 2025, and not deductible from an employee's wages — and ILOE registration support for your staff.

  • Companies employing UAE and GCC nationals.

    Two GPSSA regimes now run side by side. Employees first registered on or after 31 October 2023 fall under Federal Decree-Law No. 57 of 2023 — 26% total, 11% from the employee and 15% from the employer, with the government covering 2.5% of the employer's share where the contribution salary is under AED 20,000. Earlier registrants remain under the 1999 law at a 20% total.

  • Free zone companies

    Most free zones outside DIFC and ADGM follow the MOHRE WPS framework, but authority-level rules on contracts, leave and settlements vary. We work to your zone's actual requirements.

  • DIFC and ADGM companies

    DIFC and ADGM operate their own wage-protection frameworks. DIFC replaced statutory gratuity with DEWS, and ADGM has offered employees a choice between gratuity and a savings alternative since April 2025. We handle contribution files for both.

Across the market, per-employee-per-month pricing typically runs from around AED 25–40 for basic automated processing up to AED 50–200 for a fully managed service including WPS filing and statutory work, with small-business packages commonly between AED 500 and AED 1,500 a month.
